Not as far as I know - all the Tourists I've seen have quill stems that go into the steerer tube (a hollow tube which is part of the fork). To get the fork out, you'll need to unscrew the bolt atop the stem, than give it a tap to free the expander nut within. Fear not! The rods should be easily separable about midway down, in front of the Raleigh logo. Loosen the nuts and slide the handlebar up. Once you've removed the headset, you can remove the fork. Raleighs aren't my usual fare, so there could be models I don't know about. Pics?
