yes, I believe that's what it is for. My guess is it was to make it easier to carry up the really steep hills in the early MTB days, in order to bomb down them. Maybe for structural integrity as well? Here's an example of an amazing vintage Gitane cyclocross bike with a similar design: (not mine)
