I agree it's not a Raleigh. If you look at the dropout details and thinned lugs (in the enlarged listing pictures), it shows a higher level of craftsmanship than typical on a Raleigh or Carlton. For example, look at the rear fender holes. The derailleur cable mounting braze-ons are also not typical.
