Tall rear racks?

Can anyone suggest a good rear rack that has at least 14 inches of vertical space between the mounting hole and the top platform? Preferably one that can fit fat tires, too?

I've got a Cross Check that's used mostly for commuting. It's running 32c street tires, with Raceblade XL fenders providing minimal protection. The Raceblades sit pretty high off the tires. I would like a rack tall enough to fit over the Raceblades so that I could easily switch to XC or snow knobby mode just by removing the fenders (easy with the Raceblade rubber bands) and switching the wheels/tires. I don't want to mess with fender or rack mounting bolts. I've got some old Blackburn racks that have 13" - 13.5" clearance, but that's not enough to ride above the Raceblades; I need more like 14", measured from center of the mounting hole to underside of the rack platform. Other companies like Axiom boast about having "ample space" but don't quote actual specs.
