True, but there is a bit of "self-fulfililng prophecy" at work there. The "mojo" factor definitely adds value. As to rarity "per se," there are fewer Wizards, but they don't command the same prices.
More Wizards are being made. Confente production ended long ago. Although there is probably even more rarity from builders, Confente is what it is.
