So I'm letting my friend borrow my old stock IRO Mark V fork and I went over it a tad and noticed this:

It seems relatively normal to me, but something about it made at least ask on bike forums. I'm not sure how the bike building process goes from scratch (confession time) but is this just a simple sloppy weld, or something that I should be cautious of?
