Front Fork dropout question?

So I'm letting my friend borrow my old stock IRO Mark V fork and I went over it a tad and noticed this:

It seems relatively normal to me, but something about it made at least ask on bike forums. I'm not sure how the bike building process goes from scratch (confession time) but is this just a simple sloppy weld, or something that I should be cautious of?

Hard to tell from the photo, but if it were mine, I'd hit it with some paint stripper/angle grinder w/wire brush and get a closer look. I wouldn't ride it until I knew for sure.
