Maybe because the issue is whether the
lane is wide enough for a car and a bike to share safely, not the entire road. If the lane is wide enough to share, share it - if not, own it.
If you haven't seen lanes that are not wide enough for a car and a bike to safely share, you may need to travel a bit more.
