It looks similar (but not exactly) to lugs that were used on various Italian bikes from the '50s thru the '70s, including (but not limited to) Olmo, Atala, Chiorda, Bianchi, Torpado...these were very often chrome plated on the more costly frames. Sure looks like it might have had one of those "oval badges with points" that were also used on many of the brands mentioned.
Did you measure the width of the BB shell and can you determine if it has Italian threading there (RH threads on both sides)?
