It wouldnt be that expensive to build a very similar frameset.

You start with any of the 80's funny bike frames and then cut aero templates out of thin weldable steel. You'd either braze the templates in place or tack weld and then smooth it over with bondo. My brother who's skilled at all of those techniques could copy a Lazer for a few bucks in materials.
