These would be people who for some reason have witnessed many on road cycling accidents and related results of the cyclists' injuries, clothing/helmet damage, bicycle etc.
There are experts in bicycling accident reconstruction, such as John Schubert http://www.linkedin.com/pub/john-schubert/7/94b/b9b
I have been certified as a forensic expert in bicycle accident reconstruction in three federal court jurisdictions. My testimony is cited in binding case law in Washington D.C. Once, my testimony led to a verdict favorable to my client after eight minutes of jury deliberation.
They are experts not because they witnessed a lot of crashes, but because they understand the physics, forensics, and legal issues related to bicycle accident reconstruction. The most common purposes for accident reconstruction involve finding of fault for lawsuits or moving violations, or for determining if a product failed, or if the physical infrastructure contributed to the crash.
