I don't know anything about the Formula wheel in question (spokes,rim?) but if your previous experience says they're lower quality I'd go for the Deore/319 wheels. The Handspun Deore/309 rear wheel I've got is great. I wish someone would do a test jig for wheels simulating loads and impacts then run it 24/7 to see what fails. Unless you need a complete set of wheels just focus on getting a good rear wheel. The requirements for front wheels are a lot less.
