The lugs (those have "windows" or cutouts, not "hollows") shown on the Bertin are not exactly the same as the mystery bike, notice the lower points.
That style of window lug is very common and several brands have similar piercings. Other details might tell more: What BB size/threading, what track ends and forkends, bridges, what size seat post, any rifling in the steerer? Let's see the BB stamping, too.
