Can't ID this one, but the pics and other info is useful (to somebody). The fork may be a later addition, it has the "lawyer nubs" on the ends that date it and, probably make it not a match to the frame. So, looking for "rifling" this is 5 (or 6) small reinforcements in the base of the steerer, look up the fork bottom with a flashlight...is probably moot. Also 5 would be an indication of a Columbus fork, which this almost certainly ain't. But there might be something stamped on the outside of the steerer (if you remove the fork).
27 seatpost is a good sign for some kind of quality tubing, but could be one of several brands...vague notion that it might be Japanese, but really...
