If all you want is to remove it, you can use common tools. A pipe wrench or channel lock pliers will loosen the lockring. A simple pin spanner can be made with two nails and a piece of wood. Then a large adjustable wrench to remove the fixed cup. Don't forget the fixed cup is probably reversed threaded.
