If I go steel, my thinking is to get a Gunnar and build up with Force. Overkill for steel or perfect?

You are not, I repeat not, gonna find this! It does not exist, period.

What do you intend to do with the bike? If for fast exercise/group rides, then I don't think any steel frame comes remotely close to carbon.

On the other hand, any steel-framed bike is sufficient for any cyclist. You are not gonna fly on it, and all eyes (including mine) will be on your ride at the local group ride and at the local Starbucks. Especially if a Pegoretti/Sachs etc.
