They would need the materials, there are two ways to work with it, tubed and as a single piece or a monocoque type frame. With tubed, you need the same pieces as a metal frame, just you glue them together using the CF resins rather then brazing or welding. There is a company in Europe that makes what are effectively lugged CF frames. For a single piece frame, you would take pieces of the cloth soaked in resin and lay them together the right way to build up the frame, this would be horribly expensive though.
