Not neoprene. Just a one piece designed to be tight, light, and quick to dry. Not at all convenient or particularly comfortable for general road biking. Imagine having to take a pee in them on the road....

OP, do yourself a favor and just buy a jersey and a standard pair of cycling shorts or bibs (they are "just" shorts with suspenders) with a standard road chamois. You will look fine, you will be comfortable, and best of all you will get a ton more function out of the std kit.
