You can't realistically use a different fork to get the smaller steerer. Your frame is made for a 1-1/8" headset and fork and, while reducing headsets are available, the change would be dreadfully expensive and far exceed the cost of a proper size stem.

Do NOT drill out your 1" stem until you've updated both your medical insurance and your will.
