Shifters and cables are inexpensive items. The upgraded post and saddle compensate for them. The bend is in the fork and not the frame, so that a realtively easy twek for a good LBS. Provided evewrything else is in good order and you're looking for a rider, I'd say that's a fair price, given the market.
