The good news is that the bike blue, why is that a good news?? simple. Will be easier to find a similar blue than the darn legnano green. New cars are coming with a similar green but is not the same one obviously because are too metallic IMO. For the record you can paint that bike in silver and use a candy blue color, my best guess is that maybe with 2 coats you will get a very close original blue color. Doubt there is a base coat in that color, u have to ask but in candy can be done.
It was mine I would get the decals 1st, sandblast it, restore chroming, light grey primer, 2 coats of metallic silver sand finish it, candy blue, apply decals, 4 coats of clear, sand and polishing and let it in the garage for 2 weeks. Then put the bike together.

The other good news is that apparently u have a working seatpost binder, those legnanos are a pita when the binder is not working or lost.
