I would tend to look towards the relationship between the tubing Columbus & Cinelli have been somewhat synonymous at points I think. Perhaps the lugset was sourced from columbus and that BB lug happened to stamped cinelli for some reason??? who knows for sure.
Cinelli fork crowns, lugs and bottom bracket shells were used by many manufacturers, even Trek. I still have a bucket full of them in my shop. The logo on the OP's shell is consistent with early to mid 80s production. Earlier shells looked like this:
