I just built up a very similar Nisi tubular wheelset. I got washers from a BF member that look exactly the same as the ones Ex Pres posted. The ones I got either ARE the original/correct washers for those rims or the modern equivalent.

Oh and no special tools. Just patience and a lot of fiddling to get them inside the rim.
