It could be goatheads, though we sand burrs are a bit different. We have more sand burrs around here than goatheads. They are smaller than goatheads, but still very sharp. Solutions that have worked for me have included good quality tires such as Vittoria Randonneurs, or even better yet, tire liners. I run Randos on two of my bikes, and liners in another bike. Slime tubes worked long enough to get me home, but I would come out later to find flat tires due to sand burrs when using slime tubes.

A riding partner of mine even had flat tire problems with his Gatorskins, caused by sand burrs.
