Does this mean, they take the online course and can get a license, or does it mean, they take the online course, but still have to get practical experience(learner's permit with behind the wheel training)? In Va, under 18 y.o. drivers have to pass a behind-the-wheel with an instructor before they can get a license. And even before that, they must have 45 hours of practice, 15 of which are at night, before they can take the behind-the-wheel training.
