I'm not worried about them learning from the computer. I'm worried about them being ON the computer, or some variation thereof, while they're driving.

There is too little information. Does this mean, they take the online course and can get a license, or does it mean, they take the online course, but still have to get practical experience(learner's permit with behind the wheel training)? In Va, under 18 y.o. drivers have to pass a behind-the-wheel with an instructor before they can get a license. And even before that, they must have 45 hours of practice, 15 of which are at night, before they can take the behind-the-wheel training.

In L.A., car is king and there are millions of them. To me, the problems are not generally from lack of knowledge or lack of skill, (these can be a problem, of course), but from the attitudes of the drivers. Street racing, texting while driving, road rage, and even drunken driving are things people know they aren't supposed to do, but they do anyway.
The number of drivers who drive in an aggressive, attacking manner is staggering. Everyone should be forced to be a pedestrian, a cyclist, and a motorcyclist to learn empathy.
