I would personally be responsible for all checked serial numbers on the bikes and have them run thru the National Bike Registry ahead of time, if I were going to initiate this round up. Any bike not registered, would not participate, unless they were children's bicycles.

Whether the registry gets back to you with clearance confirmation or not, at least you would have made a legal effort.
