Gap at bottom of headset between seal and bottom cup

Hello,

Just noticed this tonight and it is bugging the crap out of me. I have a Cane Creek 110 threadless headset installed on my Salsa Vaya. There is a noticable, approximately 2mm gap between the crown race and cup.

Is this normal? I would think this should be flush, with the seal pressed up into the cup to protect the bearing. The top of the headset also has a seal, and it fits snugly into the top cup. See picture:
