Gap at bottom of headset between seal and bottom cup

Gap at bottom of headset between seal and bottom cup
Hello,
Just noticed this tonight and it is bugging the crap out of me. I have a Cane Creek 110 threadless headset installed on my Salsa Vaya. There is a noticable, approximately 2mm gap between the crown race and cup.
Is this normal? I would think this should be flush, with the seal pressed up into the cup to protect the bearing. The top of the headset also has a seal, and it fits snugly into the top cup. See picture:

UGH.
Put it on the stand, removed stem, pulled off spacers, pulled out steerer, and there was a 2mm spacer between the race and the lower cup. WTF???? Removed the spacer and voila, problem solved.
