Giordana Forma Red Carbon is one of the few jerseys that has the length I want, but also the tightness. Unfortunately they are ~$200. Thin material, not sure on durability.
My Hincapie jersey is long enough, and are fairly fitted in their "Race cut", but they aren't like a skin suit or anything. Not sure how tight you're going for. These jerseys are meant to be worn. Very sturdy fabrics, 15 months of weekly use on mine and it still looks brand new.
I'm 6'1" 158lbs and wear a Medium in both of those brands. I bet a L would fit nicely and have even more length for you at 6'4".
Also, my Castelli Aero Race fits great, length is so-so, but with bibs it's a non issue. Very skin-tight and stretchy. I wear a L for this jersey, and an XL would probabloy fit you. They are $130 right now at competitive cyclist with the gdt21 discount code. Not sure about durability on this one, they are super thin. Great for the heat and great for aerodynamics.
I guess the point is, maybe you need to look at the very form fitting jerseys.
