Joe has been known to do battle.
Out on the road, when his presence has escaped notice for a while, Joe is known to pull ahead with the frontrunners when perhaps the bigger portion of the peloton has dropped.

Having worked on the bike in question for a little over an hour, I can say that the workmanship looked first rate to my eye.
Nothing unusually fancy, but I recall nothing inconsistent with it being a top-level build. I have to note however that the downtube decal didn't seem to be clear-coated, something that I recall on other Italian bikes such as Pinarello and Bottecchia. BTW, the Dura-Ace gruppo on it is from 1985.

My vote says it's a Cinelli.
