Hmm I get a similar pain sometimes while riding, and have often wondered if it is too small for me. I feel fine most of the time, but there is that 25% of the time when the back of my neck aches. I like the smaller size for handling, but the neck pain can be incredibly annoying.
For the record I ride a 19" bike and am 6'2. Currently looking at switching the frame out to an XXL frame though.
