There's a lot to consider in lighting morning vs. night, especially if the sunrise occurs during your ride and especially if you are riding East into the sunrise. Cars coming up behind you will be blinded by the sunrise, and so either 1. You better have something very, very bright flashing rearwards to snag their attention; or 2. Get off the bike until the sun gets a bit higher. I have a 600 lumen front headlight (MiNewt 600 Cordless that is not in current use) that I put on the rear in flash mode (it attaches easily to the seat post) when I have to ride at that time in that direction, but I prefer to not ride at all until the sun is out of the cager's eyes.

If you're riding in the morning before sunrise, there's no special requirements or any differences I can think of -
