Does that fork label say "reemaillage"? (respray) - If so that won't make identification any easier, but it might account for the absence of a model name on the TT and the odd combination of parts (Record hubs with a Huret Jubilee rear derailleur, on an eighties bike with recessed brake mounting bolts ).

Those labels BTW, were only applied to authenticated Reynolds Pro frames.

More and better pictures -(and perhaps its own thread) could shed more light in this, OJ.
