Bar tape must look like this:
I snagged this set a couple of years ago from eBay. Very similar to cork tape but with a more velour-like slightly fuzzy feel to the surface. Very much like the padded taped that Sampson used to sell.
Keep looking in Ebay for the Vitus seat post binder grub screw. It still pops up every year from a regular seller (I think it was "casanova9898") for I think about 25 - 30 bucks.
