I will also recommend velomine if you want to buy new. Got a pretty decent set of wheels with tiagra hubs (can't remember the rims, some lower end Mavic) for something like $125 shipped and they came well packaged and round and true and the tension was pretty decent (enough so that I'm going to keep watching them, but didn't feel like fixing the few that were off).
