A good LBS will make it right (if you bought the bike there). You should not accept that it is OK if it is bad enough that you feel it when you ride, if it was even cosmetic that soon after purchase, it should be replaced.
I brought in a bike with a faulty tire after a few months about 2 years ago at CyclePath in Hayward CA, and they replaced the tire free of charge.
