On a non-damaged freewheel, one can conceivably do so, and it won't necessarily require complete lacing. My favorite method is to use a 1950's Raleigh Westrick rim laced with about 7 spokes of any length. I'll tie the spokes in whatever pattern they'll fit, and the whole mess is generally tight enough to provide enough leverage on a hub.
