Looking at this differently, I once had my son on the back, 6', 190 lbs. While he wasn't a Cat 2 at that time he was very strong. His pedal stroke was so smooth I couldn't tell whether or not he was IP. In fact, he didn't want to both so was in some random phase. This was on a Large/Small with a lot of seatpost extension.

A smooth stoke is great. I had the opposite result with a 6' 200 or so pound strong son who had a very rough stroke. It was fun with that power but it was a handful even on a stiff newer CoMotion Speedster. I think a lot pf people like very stiff tandems because the team's stoke could use a little smoothing out.
