Bikes: '96 Litespeed Catalyst, '05 Litespeed Firenze, '06 Litespeed Tuscany, '20 Surly Midnight Special, All are 3x10. It is hilly around here!

If the rim is in otherwise good shape and is a good quality model, I think "b)" is the best option. Put a decent size washer under the nipple head to reenforce the spoke hole.
