It was cold set - when built. The stays do not spread the necessary amount from the headtube to the seattube to create a seamless line to the 120mm dropout spacing (which is quite obvious, given the 5-speed Campag hub with no unusual washer spacing); hence, the stays had to be kinked outwards (during the bike's construction) to match up with the dropouts.
