I think I recognize the sticker on the seat tube just over the BB. It is a frame tubing sticker. Google some of the Taiwan-made Raleighs (R-1, Rampar, Reliant, iIrc) and I think you'll see the same sticker. That bike sold for less than $150 when it was new and that was for the whole bike.
Here's one photo, for example. This is a Reliant. Same tubing sticker. I have a terrible internet connection so I can't help much but you get the idea.
