The odd part on that is the chrome cap on the fork, that's not very common on old Raligh bikes. The decal arrangement and color makes me think it may have been a Sprite, possibly built in Holland. Most of the Asian built models I've run into have been badged Rampar. The lugs also look too ornate for Taiwan.
I had an early 80's Sprite here that had that head badge and that style high carbon steel decal.
Either way, its a low end frame, it all depends on what your looking to build. Price wise, I'd say its a bit high. I've had trouble selling that level bike here for more than $10 or $20 complete and in rideable shape.
The last one I had here I ended up giving away after I couldn't get $25 for it on CL.
It would be a different story if it were a Sports or Superbe model though. They sell well here.
I'd off him $20 and see what reply you get.
