Those "R" decals don't necessarily mean Rampar, they put those on any fork that wasn't adorned with a specific tubing decal.
My 1977, 1978 Super Courses both have them, the SC is a Carlton frame, plus my 1978 Nottingham built Super Grand Prix has them too. I've also seen those on later Sports and LTD models.
I don't think the frame pictured in that add is Rampar, the color and lugs don't look like any of the Asian bikes to me.
The only part I'm not sure about is that rear brake bridge and the chrome fork cap. The only thing that comes to mind is maybe a 1981 or so Reliant, which like many I've seen were from Holland. I don't have a good pic of one to compare to. If you look at the catalog pics, none of the Rampar bikes had very fancy lugs, the lugs on the bike above are somewhat styled.

Either way, again, its still low end and a $20 bargain basement type bike at best.
Its also pretty rough looking paint wise.
