My Koga Trekking bike came with mudguards on its suspension fork..
the lower end of the slider was machined , drilled and tapped to have a place for the mudguard struts..

Trek Navigator 2.0 have a fork with a threaded hole on the back of the lower portion,
strut had to be bent 90 degrees right there to go back to meet the fender edge.

top arch holes ? the L bracket can attach there..
It's where I attached the Fork crown type headlight mount also, on my Koga,
for the hub dynamo light system.

by the way , perhaps you can fabricate some pieces to go under the QR skewer

add something like front pannier racks, and then fit the mudguard struts to the rack.
