I think it has to do with marketing more than anything else. Light and medium touring cyclists can probably do fine with OEM gearing and they probably account for more new touring bike sales than from the expedition level touring cyclists.

I agree 48/36/26 is probably more realistic. Check out this Ghost TR 1800 now available in Canada. It also has a dynamo hub and lights.
And a freakin' chainguard! lol
