Your best bet it is to take it to a shop.

You're trying to solicit the opinion of people over the internet who may be misreading what you're typing, cannot hold and examine the wheel, and only have two blurry pictures to go off of. A competent mechanic can look at it and tell it you what's wrong, and fix it (for a nominal fee), probably while you wait and you don't have to worry about doing more damage.
