I've got to agree that fork clearance appears quite narrow and looks like a 700C fork to me, yet the stay clearance appears much wider. Also it's Unicrown and the frame construction appears to be lugless. Those frame features plus the decal style should put it circa 1987-1988. What's the serial number?

I'd like to see better pictures too. The dropouts do look stamped and the stay tops look like they're just crimped to close them. While it appears to be an inexpensive headset, I agree that 1" is typical for the era.
