The footnut you're referring to holds the compression or damping shaft into the bottom of the leg. It's also a press-fit into the leg, so removing the bolt alone won't disassemble the fork. You'd have to drive the shaft out as well. This bolt, when removed, reveals a very convenient oil hole for doing quick quasi-services on low-quality forks. (20cc or 15w oil each leg).
