Sorry to be blunt about this but in practice "almost accident" doesn't count, and going back to the guy's employer to complain is harassment. Especially if you were disrupting business. Not letting you leave and stomping your wheel is wrong of course but you're going to have a real hard time making that stick. My advice, get a new wheel and let sleeping dogs lie.
